**What does this PR do / why do we need it**:

之前由于没有'ascend'因此native和mcore不能共用一套逻辑，因此在获取quant_config时，需要做is_native_model_backend判断；增加'ascend'作为quantization参数，删除is_native_model_backend作为获取量化config的判断。
